Following to the official website “Online platform for Government Affairs of Exit-Entry Administration Bureau of Shanghai Public Security Bureau,” foreigners with a doctoral degree who are employed in Shanghai can now apply directly for Chinese permanent residence, also known as the Chinese green card.
In this method, neither a minimum income requirement nor the amount of work experience are necessary.
Due to the removal of the previous restriction that restricted eligibility to only overseas Chinese, the new policy reform represents a significant milestone.
An important change in immigration laws is the new policy that permits foreigners in Shanghai with PhDs to apply for Chinese permanent residency immediately.
Application materials
1. Application form for permanent residence in China
2. Certificate of non-criminal record
3. Health certificate: a health certificate issued by the health and quarantine department designated by the Chinese government (Shenzhen is Huanggang Port Hospital) or issued by a foreign health and medical institution certified by the Chinese embassy or consulate abroad
4. Photos of the applicant: two-inch color front photos (size: 48×33mm) of the applicant and the receipt of photograph
5. Valid passport
6. Applicant's personal resume (from the age of 18 to the present). The resume must be written in details including basic personal information and personal work experience
7. Information about the applicant’s kinship (fill in all close relatives: parents, spouse, children, siblings) including details like kinship, name, gender, nationality, valid passport and passport number
8. Personnel who meet the requirements for a doctoral degree or above must submit: Education degree certificate (must be certified by the certification agency designated by the national education department , and translated by a translation company)
9. The original certificate of employment issued by the current employer (explain the basic information such as the position and working time of the employee)
10. Foreign expert certificate or work permit (should be consistent with the employment contract )
11. The registration certificate of the employer (such as a copy of the business license, the legal person certificate of the public institution, etc.)
12. Personal tax payment certificate (tax payment time should be 4 consecutive years before the date of application)
